On a Pacific island called Mogile, Dr. Blight and Looten Plunder set up a flamethrower factory, with the workers being provided by Dr. Blight's cloning ray. The Planeteers must revert the boy back into one being before the island goes under, as well as stop the multiplying swarm of locusts.

Ma-Ti: Because all the world's people are your brothers and sisters.
Captain Planet: The power is yours!

Captain Planet: Did you know the population of the world is now more than 5 billion?
Ma-Ti: Wow. That is a lot of people!
Gi: And it's increasing by 90 million people each year.
Kwame: But the earth is not getting any bigger.

Captain Planet: You've got to get it together, Vicos!

Captain Planet (rescuing all the Vico clones on the dock): You dudes are hanging a thousand and ten!

Leela (seeing the locust swarm): Seagulls eat locusts. Ma-Ti?

Ma-Ti: Good idea, Leela! Heart!

(His ring summons a flock of California gulls, which eat the locusts)

Leela's and Vico's mother (to Leela): You've shown us that the quality of our children is more important than the quantity.
